During a recent meeting with a Google engineer it was revealed to me that during November Google plan to make changes to four elements of their search engine and AdSense program in an attempt to thwart the increase of blackhat SEO, PR fraud and invalid AdSense clicks.
PageRank to be reset to zero and replaced
The infamous PageRank (PR) is going to be no more. All toolbar PR data will be reset to zero and PR will never be coming back (this is why we have been waiting so long for the update). This is very bad news for anyone who sells text links in order to make money.
This will be done in time for a mid November release of the Google Toolbar version 4.2 which will be used to roll out "VR" (visitor rating). Google VR™ will use a digg like system with a voting button on the toolbar to collect visitor ratings of the page and the VR will be displayed via a blue bar similar to the PR bar.
The VR value will be based on a number of factors like the ratio between visitors and votes and where your visitors come from (i.e referred from a site or a search engine), It will also take in to account how many people return to your site over time. I was assured that measures will be in place to stop competition rigging your VR by giving you too many negative votes.
Two clicks for AdSense
With the increase of click fraud and invalid, unintentional clicks, Google are bringing in a system designed to prevent someone clicking on an advert unless they actually want to. The system they are implementing will mean when someone clicks on your AdSense ads a box will appear telling them that the link they just clicked is a PPC advert and it will ask them if they want to visit the sponsored link. if they click "yes" you get paid, If they click "No" you don't get paid. It is speculated that this will reduce all AdSense earnings by 75% across the board but will increase the CPC.
No more link: data on the operator search
The link operator on Google search has long been an inaccurate way of seeing how many backlinks you have (another important factor when selling text links), But we don't have to worry about that anymore because Google are removing all backlink data from the search engine and from Google webmaster tools and analytics.
rel="nofollow" replaced by rel="dofollow"
Not to long ago Google came out with the great idea of using a rel="nofollow" attribute for links. What this done was tell the Google bot what links you didn't want it to follow from your site. This was a great way of stopping comment spam on blogs. Unfortunately not many people used the rel="nofollow" attribute and it kind of died out. So in november Google are replacing it with a rel="dofollow" attribute which will tell the Google bot what links you DO want it to follow. It will simply ignore all links with no attribute or the rel="nofollow" attribute, it will only crawl rel="dofollow" links. All links you have earned up to this point are now worthless.

What are the chances of someone creating a bot that can change out IP's at the drop of a dime and manipulating the ranks?
There are two ways that this is stopped.
First is that if that google can tell where you have been, and are able to compare that trail to where you are at.
But also, most ISP equipment is designed to drop spoofed IP traffic on the floor. You can do it, but you are limited to the expect IP range. This dramatically lowers backbone costs to the ISP so they have a large incentive to drop spoofed traffic.
Dude, if any of this is true, it is very, very sad if not annoying. I think the thing you suggest will simply knock Google out of the game. Nobody who legitimately clicks ppc ads is going to want to click twice. And why should they have to? You know what is a lot more intolerable than click fraud? Having legitimate clicks go unpaide or uncounted. Where is Google out there protecting the publishers of all their content-matched ads? I'm tired of hearing about all this click fraud if it's not matches with better tracking on Google's part of legitimate clicks. I find it odd that I've worked hard via legitimate means: writing better content, publishing more relevant and desired content, to get my traffic up from 100 uniques and 200 page loads to 2000 uniques and 2600 page loads in the span of the last 6 months. I've never once used any crazy program (which Google seems to take these people's money via AdWords which seems odd) to increase traffic or links or whatever. I've just worked hard to build content. Some of my posts get 100+ views per day and the number of those is growing. Yet, my number of AdSense clicks has stayed constant??????!??!??!?!?!?!? I have 10 times more visits, but I'm still getting about the same 10-15 clicks on ads per day? hmmm. Sounds fishy doesn't it. I increase traffic 10 fold, but my AdSense earnings are only double from about $1.20 a day to about $2.40 a day. I read all the Google stuff about how to make your site better, get better ads, and make more. I did everything they said. And, it was amazing to see my traffic go up by ten times the amount falsely making me think I'd see my AdSense earnings go up by ten time also. If anybody has a good explanation for that, I'd love to hear it. I almost dumped AdSense last week and switched to Yahoo! just to see what would happen.
Anyway, I digress, my issue is also that I've worked super hard, again through totally legitimate ways to improve my page rank and get my site up higher on Google. And to think they can wipe all that out and go to a 'digg' like system seems disingenuous. This punishes the people who are legit and won't stop the illegit people at all. 20 minutes later, they will figure out some new get VR-rich quick scheme and be marketing it with the new two-click AdWords / AdSense. This is maddening and foolish on their parts. It makes me worryied about their arrogance and them foolishly following the pathway of Arch Nemesis Bill Gates. As soon as you start to think you are way smarter than people and know more about what they need than they do, look what happens? It take syou 5 years to put out a clone of your arch rival's operating system only to be upstaged by a new iPhone and a newer operating system that will take you 10 years to clone. Meanwhile, all those faithful start realizing you're not the only game in town and that, really, your competition might be better than they thought. I sincerely hope that all of this stuff you've written is pure rumor and never comes to pass. I will cancel all of my AdWords accounts and switch to only marketing on Yahoo! if Google makes people have to click twice on my ads. Likewise my blogspace can be used to sell ads to a lot of other clients that might actually pay me for the clicks I bring them.

...reduce all AdSense earnings by 75% across the board but will increase the CPC. Guys, Google will never do it. Don't you know that AdSense algorithm is tuned to maximize Google earnings? It's based on CTR not CPC. I mean, It's much more profitable for Google to show an "one cent" ad with 3% CTR (30 cents from 1000 views), than "10 cents" ad with 0.25% CTR (25 cents from 1000 views). Other words, Google will never do harm itself.

Yes, I'm very aware dates can be faked. That's why I asked. I'd still like to know who actually had the meeting. It wasn't Google Lady as she stated in a comment to the same question on her blog that someone emailed the article to her. She now has this site credited as the original source.

Wow, really? Tell me how someone would fake the that date something was submitted to digg. On blogs the date can be faked, sure, but the digg submission date can not be faked. Look on digg for the date this was submitted.

Well, it just happened about an hour ago. Google page ranks have been all set to zero. I just finished removing the page rank wigit from my blog and my personal website. It's a shame because my personal website had just gotten a page rank of 7, now that is gone.
It seems maybe you just ticked off the Google Gods, Scratchin, because I've noticed no drop on my sites today and plenty of others are still sitting pretty.
There's no way this is gonna happen. Google search depends on pagerank. Visits are like a rating for a website, a back link is a rating for a website. That would be telling the same story the other way round.
